How do you make sure hired care aids are safe and competent for a loved one getting regular home care?

We just started having a home health aide come in to help my dad, and I'm nervous about it. I've heard horror stories about elder abuse and it's freaking me out. Do you do background checks? Set up cameras?

What's the difference between hiring a private caregiver and using a home care agency? Which do you think is better?
