Honestly its a mess and every state is different. what worked for us was making an appointment with a benefits counselor at the senior center. Free service and she knew exactly what to apply for. We got mom on medicaid after like 6 months of paperwork (keep copies of EVERYTHING). Still working on getting caregiver compensation through the state but at least medicaid covers her medical stuff now. Dont give up its frustrating but worth it

Definitely call your local Area Agency on Aging. Total game changer. they helped me figure out which programs we actually qualified for and helped with all the paperwork. Turns out dad qualified for veterans aid and attendance benefits which we had no clue about. Wish id known AAA months ago instead of trying to figure it out online
